According to Casey Rodarmor, the founder of the Ordinals protocol, in a post on the X platform, the Runes protocol message is easily applicable to OP_RETVRN because Runes relies entirely on Bitcoin core for authorization and identity verification, so only the semantics of the transaction need to be encoded, i.e. what the transaction is doing, rather than whether it is allowed.
